Hi Shelley,
Candy dye is oil-based so you have to use it. Food coloring will not work unfortunately if you use mineral oil. If you use just water, feel free to switch.

Oh, how fun!! My kids love VBS :). I put about 2-3 big pinches of glitter per bottle. But you can always add more if there is extra. Enjoy!
